One of my favorite techniques when scrapping heritage or older photos is to change the photo to black and white (if it isn't already so), and add lots of fun color to your layout. The black and white always looks great with any color patterned paper you choose and really makes the photo POP.
Another one of my favorite techniques to add color to a layout is to spray your background with a spray mist. I didn't want a completely white background for my page, and adding a strip of patterned paper to the top was too much color, so, I masked off the top edge of my paper and sprayed it with spray mist. This is a great way to add a little color, but not too much.
